For quite some time the need for the formation of Haryana as a state separate from the Punjab had been gaining ground. Babu Mool Chand Jain became the General Secretary, Haryana All Party Action Committee and appeared to represent the case of the state before Sardar Hukum Singh Committee.
In the newly formed State of Haryana, he was elected an MLA. It was at this stage that he decided to part ways with the Congress party and through his untiring efforts a new political party, The Vishal Haryana Party, was born and he became its Vice President. He occupied the prestigious post of Finance Minister of Haryana in the cabinet of Rao Birender Singh from 24 March to 20 November, 1967.
He became Vice President Haryana ISC US (1971-75) and Vice President, Indo German Peace and Solidirity Organisation’ (1971-75). Also he became Member Executive Committee All India Digamber Bhagwan Mahavir 2500 Nirwan Mahautsava Samiti (1972-74).
He was elected Member of Kurukshetra University Executive Committee in 1967-72. Due to a derogatory remark given by the VC of Kurukshetra University in one of its Executive Meeting, Babuji filed a defamation suit against him for Rs 101/ and on others present in the meeting for Rs 1/- each for not objecting to the remark. He later pursued and won the case.
He also edited and printed Hindi Weekly `Kurukshetra Sandesh’ (1971-72)
The Jai Prakash Movement had started by then and he took the responsibility of giving it tempo by taking over the reins as the Convener, Karnal Dist. Lok Sangharsh Samiti. In 1975 when the country was facing the travails of the Emergency Rule under Indira Gandhi, his active participation led to his arrest on 26 June, 1975. He remained in different Jails along with a host of other prominent contemporary leaders for 19 months and was released on 31 January, 1977.
As the time moved on, he came to associate himself with Ch. Devi Lal. He fought and won the election and became an MLA from Samalkha seat in June, 1978 and again held the important post of the Finance Minister under Ch. Devi Lal from 31 December, 1978 to 28 June, 1979.
From 1980 to 1982 he was the Leader of the Opposition in Haryana Assembly.
He remained the Vice President of Haryana Lok Dal from 1985 to 1987 and played the major role in Nyayay Yudh launched by Ch. Devi Lal. It was during this period that he again fought for the interest of Haryana. He vehemently protested against Clauses 7 & 9 of Rajiv Longowal Accord as they were felt to be against the interest of Haryana. Consequently he was arrested in Karnal and later released.
His long varied and fruitful experience kept him fully engaged in one after another significant activity. He was appointed the Deputy Chairman Planning Board Haryana from 1987 to 1989. He was also the first President of North India Swatantrata Sainani Sangathan in 1988. Subsequently he held the post of Chairman of Morni Hills Area Development Committee. Because of the apathy and procrastination of the people in power certain reforms in educational system and Jails had lain in cold storage. He took up the challenges and functioned as an active member of High Powered Committee for generating Moral Education in teaching Institutes in the state and of the Jail Reforms Committee, Pay anomalies Committee and the HAFED Affairs committee.
In quick succession he was shifted to work as a member of the High Level Public Undertaking Committee and Agroha Development Board. But compromising his conscience was not in his nature. Some differences arose with Ch. Devi Lal owing to undesirable insinuations etc. by Om Prakash Chautala, on account of his difference of opinion with the then Chief Minister, Ch. Devi Lal on various issues including Sh. Om Prakash Chautala’s interference and his role in Meham constituency of Rohtak district in Haryana against Mr. Dangi and he dissociated himself from Ch. Devi Lal and resigned on 23.7.1989 from all posts he had been holding at the time. After his resignation. Babuji participated actively in the fight against injustice and cruel tactics of Mr. Chautala.
If all Babu Mool Chand did for the society, the state or the country were to be enumerated, a big volume would become inevitable, which is not the purpose of this brief introductory narrative. Ultimately he was presented an Abhinandan Granth by the people of the state of Haryana in a grand function held in Karnal in 1990, a token of his services to the society. But life was not as it was for Ulysses, a legendary Greek hero who believed:
