Life Goes On (1989-1997)

Babuji was deeply concerned with improving the education system. He considered the Moral Education and Library Movement as most important factors to transform the education system. While he was the Deputy Chairman Planning Board, he was appointed the Chairman, Standing Advisory Committee (Library) and his efforts had the Libraries Act enacted. He established a library at his native villagein 1991. Then onwards his birthday was celebrated as Library Day.

He was then appointed a member of State Library Authority and held that responsibility from 1992 to 1996. In 1997 the Library Day was celebrated and the function was presided over by Sh. Bansi Lal, the then Chief Minister of Haryana

During this phase of his career, from 1991 to 1996, he worked for Sarva Seva Sangh and was a special invitee to its executive meetings. He was the founder Trustee and an active member of the Governing Body of Maharaja Agrasen Medical and Research Institution. He was also a member of the executive committee of Dayanand Centenary Dental College Yamunanagar. He remained the Chairman of North India Freedom Fighters Association.

He became Chairman of State Azadi Bachao Andolan Samiti Haryana. During 1991-1994 he arranged a series of lectures of late sh. Rajeev Dixit (appointed convener of Swabhiman Manch by Swami Ram Dev in Patanjali Yog Ashram in Haridwar), to make the people aware of the adverse effects of multinational companies (especially pepsi and coke) and liberalization and instill in them self-respect (swabhiman) for using Indian goods.

His secularism and respect for all faiths were evident from his working as a member of the Governing body of Guru Gobind Singh Foundation, Chandigarh. He visited U.S.A. as a member of the delegation of this foundation in November 1996 to celebrate the 300th anniversary of Khalsa Panth and to celebrate the year 1999 as the year of ‘Human Spirit’.

In USA, he studied deeply the constitution of USA, France and some other countries in a quest to search the solutions of Indian problems especially corruption, criminalization of politics and instability of central and state governments. He reached the conclusion that India’s salvation lies in adopting Presidential form of govt instead of prime minister ruled Govt. Our former prime minister Sh. Atal Bihari Vajpayee had already started a debate on prime minister vs presidential form of Govt through media while he was leader of the opposition in central Govt. Babuji, genuinely re-activated this discussion through media, and followed it in his personal discussion in different Bar council meetings and where ever he got the chance.

. Babuji, in an article in a prominent newspaper, strongly favoured the Presidential Form of Government. Excerpts from the article are given below:

संविधान का संषोधनः- कितना-  बाबू मूल चन्द जैन पूर्व संसद

संसदीय प्रणाली मे सरकार उसी समय तक बनी रहती है जब तक उसका बहुमत है। इस का परिणाम भारत मे तो यह देखने मे आया है कि प्राय सभी राज्य सरकारे और अब पिछले 20 सालो से केन्द्रीय सरकार भी अस्थिर हो गई है। यदि सरकार अस्थिरता की स्थिति मे रहे तो ऐसी सरकार जनता की भलाई के लिय क्या कार्य कर सकती है। बहुत से बुद्धिजीवियो का ख्याल है कि भारत की समस्याओ का समाधान इसी कारण नही हो रहा है।

राज्य व्यवस्था मे स्थिरता नही रही यह तथ्य तो सबके सामने साफ है। नेता का चुनाव होते ही उसी पार्टी या ग्रुप के सदस्य दिल्ली डेरे डाल देते है और अपने नेता के विरूद्व हर प्रकार के आरोप लगाते है। जहा तक कार्यपालिका की जिम्मेवारी का प्रष्न है इस सम्बन्ध मे जितना कहा जाय थोडा है। भला हो न्यायपालिका का जिसके कारण घेटाले जनता के सामने आये है। इसलिये डा0 अम्बेदकर का यह तर्क कि संसदीय प्रणाली मे प्रषासन की गडबड जल्दी पकडी जा सकती है निराधार है।

जहां तक देष की समस्याओ का सम्बन्ध है, जो समस्याऐ स्वंतत्रता प्राप्ती के समय अग्रेंज छोड गये थे, अर्थात गरीबी, बेरोजगारी, मंहगाई, भ्रष्टाचार तथा आथर्क विषमता ! इसमे किसी का समाधान नही हुआ, अपितु इन समस्याओ ने भयानक रूप धारण कर लिया। इनके अतिरिक्त नई अति गभ्भीर समस्याऐ; जनसख्या का बढना, र्पयावरण प्रदूषन, कानून व्यवस्था, राजनैतिक अपराधीकरण, अन्र्तराज्य विवाद आदि पैदा हो गई है।

तनिक गहराई से विचार करे तो संसदीय प्रणाली मे कार्यपालिका तथा विधानपालिका अलग-अलग नही है । कार्यपालिका का जन्म विधानपालिका से होता है जबकी राट्र्र्रपति प्रणाली मे कार्यपालिका का जन्म विधानपालिका से नही होता। इस लिये वहां की कार्यपालिका विधानपालिका के गलत दबाव मे नही रहती । अतः मे मै भारत के नागरिको तथा राजनैतिक दलो से प्रर्थना करता हॅकि वो इस विष्य पर गहराई से चिन्तन करे और वर्तमान व्यवस्था का परिवर्तन करे।

In the year 1996, despite the fact that he was critical of the working of Ch. Bansi Lal, the CM of Haryana, on account of his high stature and sacrifices for the nation, Babuji was made member of the State Level Committee to commemorate the 50th Anniversary of Independence & the state level committee to celebrate the birth centenary of Netaji Subhash Chand Bose. He was also made a member of the State committee for Prohibition.

On 14th August, 1997, about a month before his death, Ch. Bansi Lal, the then CM Haryana, visited his native village Sikanderpur Majra (Sonepat) as chief guest to bless him on his 82nd birthday and laid the stone on the wall of village Chaupal from where babuji had courted arrest on 6th March 1941 in Satyagrah Movement.

Babuji devoted his entire life in uplifting the weaker sections of the society. He remained dedicated to this cause throughout his life and struggled actively against injustice. The way he adhered to high principles and moral values in the age of degradation and degeneration, made everyone feel proud of him. .

Unfortunately on 12th September 1997 Babuji breathed his last at Karnal and became a part of history for the posterity to read and emulate. The life of Babuji popularly known as the Gandhi of Haryana, is an example for each and every section of the society to be emulated.

The next year, 1998, Sh. Ram Bilas Sharma, the Education Minister of Haryana, presided over the function of library Day. Mrs. Suman Kant, the wife of the then Vice President of India, Sh Krishan Kant, was the Chief Guest on this occasion and the village school was renamed as Babu Mool Chand Jain High School in 1998.

The Haryana Govt. has kindly ordered renaming of ITI Karnal to Babu Mool Chand Jain ITI Karnal to honour Babuji on his 100th birth centenary.
